Cultures of Harm in Institutions of Care: Introduction

In February 2015, the 'Lampard Report' was published following investigations that were carried out in Britain by the Department of Health and three NHS hospitals into the late 'famous, flamboyantly eccentric, narcissitic [sic] and manipulative television personality' Jimmy Savile.1¹ During the same year, the Independent Inquiry into Child Sexual Abuse was established to consider the growing evidence of institutional failures to protect children from child sexual abuse in England and Wales. Two years earlier, the 'Francis Report', which was based on oral hearings and over 1 million pages of 'raw material', detailed the serious failings of care at the Mid Staffordshire NHS Foundation Trust.2² Just a few months before that the Department of Health published its response to the exposure of cruel and abusive practices at Winterbourne View Hospital which provided long-term residential care for people with intellectual disabilities.3³ Simultaneously, other major inquiries were taking place across the UK as well as in Australia and other parts of the world.4⁴
